Frequently asked questions
About the service
What kinds of solicitations do you support?
We focus on California state Invitations for Bid (IFB) and Invitations for Price Quote (IFPQ), particularly maintenance, repair, and related contracting work that fits your capabilities and license classifications.
We do not currently offer support for RFPs, RFOs, CMAS, federal, or local-government solicitations.
Do you find opportunities for contractors?
No. We don’t search for, monitor, or send alerts about solicitations. You find an active solicitation on Cal eProcure or the issuing agency’s procurement platform and bring it to us. “Find the work worth pursuing” describes your goal; locating the work is your step.
Whose instructions control: yours or the agency’s?
The solicitation and the issuing agency’s official instructions always control. Procedures differ between agencies and solicitations, including how and where bids must be submitted, so every requirement must be confirmed in the solicitation itself.
Are you a law firm?
No. We don’t provide legal advice. Our service is limited to administrative support for California state IFB and IFPQ solicitations. For legal questions, consult a qualified attorney.
What does “nonresponsive” mean?
A bid is nonresponsive when it does not satisfy the applicable responsiveness requirements of the solicitation. When the issuing agency makes that determination, the bid is deemed nonresponsive. Depending on the solicitation and the applicable rules, certain omissions or failures to follow mandatory solicitation requirements can put a bid at risk of being deemed nonresponsive.
That does not mean every missing item automatically causes rejection. The solicitation, the applicable requirements, and the issuing agency’s determination control. We don’t decide responsiveness, and we can’t promise how an agency will rule.
Requesting a review
What should I provide when requesting a review?
Tell us about your business and send a link to the active, public solicitation. It helps to include:
- Your contact details and business name
- Your CSLB license number and classification, where applicable
- The issuing agency, whether it is an IFB or IFPQ, and the solicitation number
- The bid deadline, with time and time zone, if you can find it
- The submission method, if the solicitation states one
- The help you are looking for, and any notes
Please don’t send bid prices, Social Security numbers, or banking details. The request form does not accept file uploads.
What happens after I send a request?
We review the solicitation, deadline, requirements, apparent complexity, and our capacity, and then reply by email with a proposed scope, fee, and timeline, a request for more information, or an honest decline. Sending a request does not create an engagement.
What happens to the information I send?
We use it to review your request and respond to you. Please don’t send bid prices, Social Security numbers, or banking details. Our Privacy Policy explains what the request form collects and how it is used.
Deadlines, fees, and responsibility
How much does it cost?
Our standard engagement fee is $2,500 per accepted solicitation. It is a fixed fee that covers the agreed, solicitation-specific administrative preparation scope. We review each request first and confirm the scope, fee, and expected turnaround before work begins. See pricing.
The fee is not based on the value of the contract. Sending a request does not create an engagement, and we may decline it.
What is an expedited engagement?
When time is short, an expedited engagement may be available for $3,500, which is $1,000 more than the standard fee. Expedited engagements are generally considered when fewer than five full business days remain before the solicitation’s submission deadline, subject to our acceptance, our capacity, the solicitation’s complexity and requirements, feasibility, and the time remaining.
We may decline work that cannot reasonably be completed. Same-day and next-business-day requests are normally declined unless we specifically review and accept them.
Can you accept last-minute requests?
We can’t promise to. We review each request. When fewer than five full business days remain, an expedited engagement may be available (see pricing), but only if the work can reasonably be completed. Same-day and next-business-day requests are normally declined unless we specifically review and accept them, and requests that require physical delivery are harder still. Please enter the deadline exactly as the solicitation states it, including the time and time zone, so we can tell quickly whether we can help.
How are scope, fees, and turnaround confirmed?
After you submit a request, we review the solicitation, your deadline, the requirements, and our capacity. If we can help, we confirm the scope, the fee, and the expected turnaround before any work begins. Work begins only after you accept and we agree on terms in writing.
Any turnaround we give depends on our accepting the request, our receiving every required document and answer from you, the agreed scope, and feasibility in the time remaining. We don’t promise a turnaround time before we have reviewed your request.
Who determines pricing and submits the bid?
You do. Your pricing, bid calculations, commercial decisions, business representations, and final bid authorization and submission remain your responsibility, unless a separate, explicit agreement says otherwise. We don’t undertake physical bid delivery under our initial service model.
Do you guarantee an award or that my bid will be responsive?
No. We don’t guarantee awards, eligibility, responsiveness, timeliness, or acceptance by an agency, and we can’t control agency decisions. We help you work through requirements, organize documentation, and review agreed materials for administrative completeness. That is a review of completeness, not a legal determination.
Independence

Requesting a review starts a conversation, not a commitment. We may not be able to take every request.
