California state IFB and IFPQ solicitations

You know how to do the work. We’ll help you navigate the paperwork.

A strong bid package requires more than the ability to perform the work. State solicitations can contain detailed instructions, mandatory forms, certifications, supporting documentation, signature requirements, and submission rules. Overlooking even a small administrative requirement can put a bid at risk of being deemed nonresponsive.

The Pursuit Bureau helps California contractors work through those requirements, organize their documentation, and review submission materials for completeness. We focus on the administrative details so you can focus on your pricing, your team, and the work you do best.

You bring the opportunity. Found a California state IFB or IFPQ you want to pursue? Bring it to us. We’ll review the requirements, discuss the scope of assistance you need, and help you prepare your paperwork for submission.

Requesting a review starts a conversation, not a commitment.

How The Pursuit Bureau helps

  • Understand the Requirements

We work through the solicitation instructions to help identify mandatory forms, certifications, declarations, supporting documents, signature requirements, submission procedures, and deadlines. The goal is to turn a dense package of instructions into a clearer picture of what needs to be addressed before you submit.

  • Organize the Required Documentation

A solicitation package can involve multiple forms and supporting records, each with its own instructions. We help organize the administrative requirements, identify the documents called for, and work through the applicable paperwork and signature requirements within the agreed scope.

  • Review the Package for Completeness

Missing attachments, unanswered fields, inconsistent information, or overlooked signatures can create avoidable problems. We review the materials within our agreed scope against the solicitation’s stated administrative requirements and flag apparent omissions or inconsistencies for your attention before submission.

  • Reduce Avoidable Administrative Risk

Our work is intended to help you catch administrative gaps before your package goes out the door. We focus on the details that are easy to overlook when you’re also running a business, coordinating a team, and preparing your price. We cannot eliminate every risk, but a structured review can help bring potential issues to light while there’s still time to address them.

A real challenge for contractors

A capable contractor shouldn’t have to navigate a mountain of paperwork alone.

Contractors build their businesses around the work they know how to do. They develop their skills, invest in equipment, manage crews, coordinate schedules, and build the operational capacity to deliver quality work.

Pursuing government opportunities can introduce another challenge: the administrative burden that comes before the work even begins.

A single solicitation can contain a mountain of information—detailed instructions, required forms, certifications, declarations, supporting documents, signature requirements, and strict submission procedures. Sorting through it all takes time and attention, particularly when you’re also running a business and preparing a competitive price.

The challenge isn’t always the work itself. It’s making sure the administrative pieces are identified, addressed, and assembled according to the solicitation’s instructions.

Forms and Documentation

Required forms and supporting documents must be complete, consistent, and assembled as the solicitation directs.

Certifications and Declarations

Certifications and declarations need a close read and accurate answers from you before you rely on them.

Signatures and Authorizations

Required signatures and authorizations are easy to overlook, and they need to be in order before you submit.

Instructions, Submission, and Deadlines

Agency-specific instructions, submission methods, and firm deadlines differ from one solicitation to the next.

Small oversights can have significant consequences. Depending on the solicitation and the requirement involved, a missing form, incomplete response, absent signature, or failure to follow a mandatory instruction may result in a bid being deemed nonresponsive. That can put an otherwise capable contractor’s opportunity at risk.

That’s where The Pursuit Bureau steps in.

We help you break down the administrative requirements, work through the required documentation, and review the materials within our agreed scope for apparent omissions and inconsistencies. Instead of trying to keep every instruction and document straight on your own, you have dedicated administrative support focused on the paperwork behind your bid.

The issuing agency’s solicitation and instructions remain controlling, and your business retains responsibility for its pricing, business decisions, final authorization, and submission.

Clear boundaries

What we do, and what we don’t

Knowing exactly where our help starts and stops is part of doing it well. Contractors independently identify active solicitations, on Cal eProcure or the issuing agency’s procurement platform, and bring them to The Pursuit Bureau for consideration.

What we do

  • Walk you through a solicitation’s administrative requirements
  • Help organize the documentation you need
  • Review forms and instructions with you
  • Identify information that appears to be missing
  • Check your submission materials for completeness before you submit

What we don’t do

  • Find, monitor, or send alerts about solicitations. You bring the one you’ve found
  • Set your price or make your commercial decisions
  • Write your whole bid
  • Deliver or mail bids on your behalf
  • Guarantee an award, eligibility, or any outcome
  • Provide legal advice

You remain responsible for your pricing, bid calculations, business representations, and final bid authorization and submission. Procedures differ between agencies, so the solicitation itself always controls.

Why The Pursuit Bureau

A narrow focus, stated plainly

Focused on one kind of work

The Pursuit Bureau focuses exclusively on California state Invitations for Bid (IFBs) and Invitations for Price Quote (IFPQs). This defined scope allows us to concentrate our services on the administrative requirements associated with these solicitation types rather than offering a broad, one-size-fits-all government contracting service.

We do not currently provide support for RFPs, RFOs, CMAS, federal solicitations, or local-government procurement.

Grounded in real contracting experience

Our approach is informed by hands-on experience across the contracting lifecycle, from developing solicitation and contract documentation through posting, evaluation, verification, award, and contract execution. That experience provides practical context for understanding how requirements are communicated, how documentation moves through a contracting process, and why accuracy and completeness matter.

We bring that perspective to the administrative work behind your solicitation, with a focus on helping you understand the instructions, address the paperwork, and identify apparent gaps before submission.

Honest about limits

We review each request before accepting an engagement. Our ability to help depends on the solicitation’s requirements, the available documentation, the time remaining, and the scope of assistance requested. We may decline engagements that fall outside our services, cannot reasonably be completed within the available time, or are otherwise not a suitable fit.

Independent and private

The Pursuit Bureau LLC is an independent, privately operated business. It is not a government agency and is not affiliated with or endorsed by the State of California or any state agency. Our services provide administrative support and do not constitute legal advice or guarantee a procurement outcome.

Common questions

Straight answers

Do you find opportunities for contractors?

No. We don’t search for, monitor, or send alerts about solicitations. You find an active solicitation on Cal eProcure or the issuing agency’s procurement platform and bring it to us. “Find the work worth pursuing” describes your goal; locating the work is your step.

What kinds of solicitations do you support?

We focus on California state Invitations for Bid (IFB) and Invitations for Price Quote (IFPQ), particularly maintenance, repair, and related contracting work that fits your capabilities and license classifications.

We do not currently offer support for RFPs, RFOs, CMAS, federal, or local-government solicitations.

How much does it cost?

Our standard engagement fee is $2,500 per accepted solicitation. It is a fixed fee that covers the agreed, solicitation-specific administrative preparation scope. We review each request first and confirm the scope, fee, and expected turnaround before work begins. See pricing.

The fee is not based on the value of the contract. Sending a request does not create an engagement, and we may decline it.

Do you guarantee an award or that my bid will be responsive?

No. We don’t guarantee awards, eligibility, responsiveness, timeliness, or acceptance by an agency, and we can’t control agency decisions. We help you work through requirements, organize documentation, and review agreed materials for administrative completeness. That is a review of completeness, not a legal determination.

Who determines pricing and submits the bid?

You do. Your pricing, bid calculations, commercial decisions, business representations, and final bid authorization and submission remain your responsibility, unless a separate, explicit agreement says otherwise. We don’t undertake physical bid delivery under our initial service model.
